Malaysia–Russia Relations Deepen: Strategic Talks, Economic Cooperation, and a Push for Multilateralism

In a significant diplomatic engagement, Malaysian Prime Minister Anwar Ibrahim met with Russian President Vladimir Putin at the Kremlin on May 14, 2025, underscoring a renewed commitment to bilateral cooperation and a shared vision for global equity and peace. The high-level dialogue encompassed critical areas such as trade, education, energy, defense, digital technology, and cybersecurity.

Strengthening Strategic Cooperation Across Sectors

Prime Minister Anwar emphasized the importance of expanding bilateral trade, particularly in high-value sectors such as artificial intelligence (AI), aerospace, and the digital economy. Discussions also highlighted collaboration in education, student exchanges, scholarship programs, and closer cultural ties between the two nations.

One key proposal was the resumption of direct flights from Russia to Malaysia, particularly through Aeroflot, to boost tourism and people-to-people engagement. Anwar extended an invitation to Russian airlines, including Aeroflot, to resume direct flights to Malaysia as soon as possible, aiming to enhance connectivity and strengthen bilateral ties between the two nations. 

Emphasis on Multilateralism and Regional Stability

Beyond bilateral issues, both leaders expressed a shared commitment to multilateralism and regional stability. Prime Minister Anwar reiterated Malaysia’s stance on the importance of rules-based multilateral arrangements and the rejection of unilateral actions that could disrupt peace and security in the region and the world. 

President Putin acknowledged Malaysia as a “reliable and significant partner,” highlighting the potential for further collaboration in various sectors. He also noted the importance of developing substantive dialogue between Russia and ASEAN, given Malaysia’s current chairmanship of the association. 

Addressing Historical Concerns

During the meeting, Prime Minister Anwar raised the issue of Malaysia Airlines Flight MH17, which was shot down over Ukraine in 2014. He emphasized the need for credible and authoritative investigations into the incident. President Putin responded by expressing Russia’s readiness to provide cooperation to ensure the credibility of the investigation.

The discussions between Prime Minister Anwar and President Putin signify a mutual desire to deepen Malaysia–Russia relations through strategic cooperation across various sectors. The proposed resumption of direct flights, emphasis on multilateralism, and commitment to addressing historical concerns reflect a comprehensive approach to strengthening bilateral ties.
